Penang will not implement the Conditional Movement Control Order and are to assume that MCO is still in place. Following the announcement, Penang CM further explained what this means.

No dine-ins allowed at Penang eateries

First of all, the reopening of major economic sectors will take place across a 2-week period, beginning 8th May.  From 8th May onwards, 25 economic sectors will reopen including construction, manufacturing, hotels, retail outlets, moneylending, law firms, and the food services sector and more.

Secondly, beginning 13th May, sporting, creative industry, community events, forest research, and the arts and culture industry would be allowed to operate.

Thirdly, all businesses are to take the coming week, starting 4th May, as a week to carry out preparation works. Meaning, to implement social distancing procedures and sanitization works.

Additionally, no dine-ins are allowed at all eateries and only deliveries or takeaways will be practiced by the F&B industries. Penang, like other state governments such as Kedah, Selangor, Pahang, and Sabah, will not be following the CMCO.
